Resolution 15970CITY OF ALAMEDA RESOLUTION NO. 15970 AUTHORIZING THE INTERIM CITY MANAGER, OR DESIGNEE, TO PROVIDE AND EXECUTE LETTERS OF SUPPORT TO THE ALAMEDA HOUSING AUTHORITY FOR PURSUING FUNDING FOR AFFORDABLE HOUSING PROJECTS APPROVED BY THE CITY. WHEREAS, in 2019 the California Legislature declared a statewide housing emergency in the State of California due to a critical housing supply shortage and called on local governments to expedite the permitting of housing throughout the state; and WHEREAS, the Alameda 2040 General Plan Land Use Policies and Actions call for providing housing opportunities for all income levels, ages and family types and sizes in all residential and mixed-use zoning districts; and WHEREAS, the Alameda Housing Authority (AHA) relies on a variety of funding sources to pay for the development of affordable housing projects in Alameda. Often the funding sources and application processes require AHA to provide a timely letter of support issued by the local governing body. For example, the California Department of Housing and Community Development requires a letter of support from the governing body for certain funding programs; and WHEREAS, to streamline the process of obtaining such letters, AHA requests the City Council authorize the Interim City Manager, or designee, to provide and execute these letters on behalf of the City Council. NOW, THEREFORE, BE IT RESOLVED, the City Council'of the City of Alameda hereby authorizes the City Manager, or his or her designee, to provide letter(s) of support to the Alameda Housing Authority in pursuit of funding for affordable housing projects that have been approved by the City. This authorization is not limited to letters of support requested by the California Department of Housing and Community Development (HCD) for the North Housing affordable housing development project. The Interim City Manager or their designee is further authorized to execute any subsequent revisions, if requested by HCD or other funding source.
