INCREASING FISCAL YEAR 2022-23 EXPENDITURE
APPROPRIATIONS (1) IN THE AMERICAN RESCUE PLAN ACT
(ARPA) PROJECT (C99300) IN THE ARPA FUND (223) BY $4,494,995;
AND (2) THE GENERAL FUND BY $1,000,000 TO PROVIDE GAP
FUNDING FOR THE DIGNITY VILLAGE SUPPORTIVE HOMELESS
HOUSING PROJECT LOCATED AT 2350 5TH STREET, ALAMEDA,
CALIFORNIA
WHEREAS, on June 21, 2022, the City Council adopted a budget representing the
financial plan for conducting the affairs of the City of Alameda for the Fiscal Year beginning
July 1, 2022 and ending June 30, 2023; and
WHEREAS, staff is proposing to appropriate an additional $4,494,995 in the
2021 American Rescue Plan (ARPA) project (C99300) for development of the Dignity
Village supportive homeless housing project located at 2350 5th Street, Alameda,
California; and
WHEREAS, staff is proposing to appropriate $1,000,000 in the General Fund for
project contingency and acquisition of the property located at 2350 5th Street, Alameda,
California; and
WHEREAS, the City Council has considered the report and recommendations on
the proposed use of ARPA funding and General Fund support and has determined that
the proposed uses are both fair and appropriate; and
WHEREAS, this budget amendment ensures that the City of Alameda has
exercised prudent judgment in its fiduciary responsibility as guardians of the public tax
dollars.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that $4,494,995 be appropriated in American Rescue Plan Act project (C99300) and
$1,000,000 be appropriated in the General Fund for the Dignity Village supportive
homeless housing project located at 2350 5th Street, Alameda, California.
