AUTHORIZING THE CITY MANAGER, OR DESIGNEE, TO EXECUTE
ALL NECESSARY DOCUMENTS WITH THE FEDERAL EMERGENCY
MANAGEMENT AGENCY AND CALIFORNIA OFFICE OF
EMERGENCY SERVICES TO ACCEPT $1,500,000 IN GRANT
FUNDING FROM THE CONGRESSIONAL COMMUNITY PROGRAM
AND OBLIGATE SAID FUNDING FOR THE DESIGN PHASE OF THE
BAY FARM ISLAND FLOOD PROTECTION AND COASTAL
RESILIENCE PROJECT
WHEREAS, the Bay Farm Island Flood Protection and Coastal Resilience Project
(Project) will develop 100% design drawings and permitting for nature -based adaptation
of Veterans Court and Lagoon System 1 outfall as well as long-term nature -based
concept design for the Bay Farm Island shoreline; and
WHEREAS, the Project will allow the City of Alameda (City) to prepare a sea level
rise strategy for Bay Farm Island as part of a regional strategy to address rising water
levels in the San Francisco Bay, and to coordinate with broader climate adaptation -efforts;
and
WHEREAS, the City of Alameda is eligible to receive federal funding for certain
adaptation and hazard mitigation planning activities and projects through the Federal
Emergency Management Agency (FEMA); and
WHEREAS, in 2022, City staff applied for and received $1,500,000 in funding for
the Project from the Congressional Community Program established by the Department
of Homeland Security Appropriations Act, through Representative Barbara Lee's office;
and
WHEREAS, the Project funding is being administered by FEMA through the FY
2022 Pre -Disaster Mitigation Grant Program to plan for and implement sustainable cost-
effective measures designed to reduce the risk to individuals and property from future
natural hazards, while also reducing reliance on federal funding from future disasters; and.
WHEREAS, the City Council has appropriated $500,000 in matching funds for the
Project from the City's General Fund in the FY 2022-23 budget.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda
that the City Manager is authorized to execute all necessary documents with the Federal
Emergency Management Agency and California Office of Emergency Services to accept
grant funding from the Congressional Community Program and obligate said funding for
the design phase of the City of Alameda's Bay Farm Island and Flood Protection and
Coastal Resilience Project.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in a regular
meeting assembled on this 6th day of December 2022, by the following vote to wit:
AYES: Councilmembers Daysog, Herrera Spencer, Knox White,
Vella and Mayor Ezzy Ashcraft — 5.
NOES: None.
