Resolution 16032CITY OF ALAMEDA RESOLUTION NO. 16032 APPROVING WORKFORCE CHANGES FOR FY 2022-23 WHEREAS, in order to ensure that the City has a workforce that is appropriately allocated, classified and compensated, the following change is proposed as part of the Mid -Year FY 2022-23 Budget; and WHEREAS, in order to ensure positions are correctly allocated based on the work being performed, it is recommended to upgrade four positions to higher classifications and reallocate portions of two positions to the appropriate departments; and WHEREAS, in order to support program growth, one new permanent positions in Public Works is recommended as part of the 2022-2023 Fiscal Year Budget; and WHEREAS, in recognition of the City's need for ongoing work, one limited duration Senior Transportation Coordinator position is recommended to be made permanent. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that the salary schedule amendment the workforce changes as outlined below are so modified, resulting in an overall increase of one permanent position, the changing of one limited duration position to permanent, the reallocation of 80% of one position and 20% of another, and an upgrade of four positions to the City's total position allocation for the Fiscal Year 2022-2023. • City Attorney o Reallocate 80% Senior Account Clerk position to 100% Account Clerk position within the Rent Program. o Upgrade one Administrative Technician II position to Paralegal within the Rent Program. o Upgrade one Assistant City Attorney position to Chief Planning Counsel. o Amend the Management and Confidential Employees Association Salary Schedule to add a new classification of Chief Planning Counsel at the salary listed below: Annual Salary Hrs./Week Classification FLSA Exempt Step 1 Step 2 Step 3 Step 4 Step 5 36 Chief Planning Counsel $179,358 $188,327 $197,743 $207,630 $218,010 • Community Development o Upgrade one Community Development Program Manager position to Community Development Manager. o Reallocate 20% Accounting Technician from Finance to Community Development to result in one fully allocated Accounting Technician to Community Development. • Planning Building &Transportation o Reclassify one limited duration Senior Transportation Coordinator to permanent. • Public Works o Add one Public Works Project Manager III (Parking Program Manager). o Upgrade Superintendent to Public Works Project Manager III.
