INCREASING THE MAYOR AND COUNCIL MEMBER SALARY IN
ACCORDANCE WITH ALAMEDA CITY CHARTER SECTION 2-1.1 AND
2-4 AMENDED BY VOTERS IN NOVEMBER 2022 TO INCREASE
MAYOR’S BASE SALARY TO $28,311 ANNUALLY AND COUNCIL
MEMBERS’ BASE SALARY TO $18,968 ANNUALLY RETROACTIVE TO
JULY 1, 2023, AND AMENDING THE FISCAL YEARS 2023-25
OPERATING BUDGET AUTHORIZING A REALLOCATION OF $97,200
EACH FISCAL YEAR FROM NON-DEPARTMENTAL CONTINGENCY TO
CITY COUNCIL PERSONNEL BUDGET
WHEREAS, on November 8, 2022, the voters of the City of Alameda amended the
Alameda City Charter to provide the Mayor and City Council Members an annual salary
not to exceed 30% of the salary for “All Occupations, United States Bureau of Labor
Statistics, Occupational Employment and Wage Statistics, San Francisco-Oakland-
Hayward Area,” payable at the time and in the manner as fixed by Council resolution; and
WHEREAS, one reason for the change to Council compensation is to encourage
those who would not otherwise be able to run for office; and
WHEREAS, staff has conducted a survey of comparable Cities within Alameda
County and now recommend an increase to the annual salary for both the Mayor and
Council Members; and
WHEREAS, staff recommend to increase the Mayor’s annual salary to $28,311
and City Council Member annual salary to $18,968, effective July 1, 2023; and
WHEREAS, adoption of staff recommendation requires an update to the budget
for fiscal years 2023-25 in the amount of $97,200 for each fiscal year in the City Council’s
General Fund.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that
the annual salary for the Mayor shall be set at $28,311 and the annual salary for each
Council Member shall be set at $18,968 effective July 1, 2023; amendments to the City’s
FY 2023-24 and 2024-25 Budgets in the General Fund is approved, by transferring
$97,200 in expenditure budget from Non-Departmental operating budget contingency to
the City Council personnel budget.
