MINUTES OF THE SPECIAL JOINT MEETING OF THE CITY COUNCIL AND
SUCCESSOR AGENCY TO THE
COMMUNITY IMPROVEMENT COMMISSION (SACIC)
TUESDAY- -DECEMBER 19, 2023- -6:59 P.M.
Mayor/Chair Ezzy Ashcraft convened the meeting at 7:01 p.m.
Councilmember/Commissioner Herrera Spencer led the Pledge of Allegiance.

Absent: None.
CONSENT CALENDAR
The City Clerk announced the public hearing [paragraph no. *23-759 CC/23-16 SACIC] and
called for speakers; there were no speakers and the hearing was closed.
Councilmember/Commissioner Vella moved approval of the Consent Calendar.
Councilmember/Commissioner Jensen seconded the motion, which carried by unanimous
voice vote - 5. [Items so enacted or adopted are indicated by an asterisk preceding the
paragraph number.]
(*23-758 CC/23-15 SACIC) Minutes of the Special Joint City Council and SACIC Meetings
Held on September 5, 2023 and November 21, 2023. Approved.
(*23-759 C/23-16 SACIC) Public Hearing to Consider Adoption of a Joint City
Council/SACIC Resolution No. 16125 and Resolution No. 23-20, “Approving the
Development List of Affordable Housing Projects and Related Funding Requests Consistent
with the 1991 Pass-Through Agreement with the Alameda Unified School District.” Adopted;
and
(*23-759 A CC/23-16 A SACIC) Recommendation to Authorize the City Manager to Submit
the Recognized Obligation Payment Schedule and Administrative Budget for the Period
from July 1, 2024 to June 30, 2025 to the Countywide Oversight Board. Accepted.
(*23-760 CC/23-17 SACIC) Recommendation to Accept the Unaudited Fourth Quarter
Revenue and Expenditure Report for Fiscal Year 2022-23. Accepted.
