Resolution 16145 CITY OF ALAMEDA RESOLUTION NO. 16145 AUTHORIZING THE CITY MANAGER TO EXECUTE A THREE-YEAR LEASE AGREEMENT WITH THE RESEARCH PARK, LOCATED AT 2020 CHALLENGER DRIVE, FOR A POLICE STATION ANNEX WHEREAS, the Alameda Police Department (APD) needs additional workspace to enhance its operations and interactions with community members; and WHEREAS, the owners of commercial office space at 2020 Challenger Drive (The Research Park) offered to lease office space to APD for $100 per month from present day through January 31, 2027; and WHEREAS, other commercial office space would not meet APD's requirements at a comparable cost; and WHEREAS, the City Council finds that a lease between The Research Park and APD is consistent with the City's General Plan and Zoning Ordinance; and WHEREAS, the City Charter for the City of Alameda permits the City Council to authorize leases by resolution when the purchase price to be paid, together with any obligation imposed on the City, does not exceed the sum provided by the general law for cities requiring competitive bidding for the purchase of supplies and materials; and WHEREAS, Public Contract Code § 20162 requires competitive bidding for expenditures exceeding five thousand dollars ($5,000); and WHEREAS, the total cost of the lease with The Research Park would be approximately $3,300, less than the threshold of $5,000 set by Public Contract Code § 20162. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda that the City Manager for the City of Alameda is authorized to execute a three-year lease agreement with The Research Park. I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 2nd day of April 2024, by the following vote to wit: AYES: Councilmembers Daysog, Herrera Spencer, Jensen, Vella and Mayor Ezzy Ashcraft— 5.
