TUESDAY- - JANUARY 2, 2001- -7:30 P.M.
Mayor Appezzato convened the Regular Council Meeting at 7:32 p.m.
Councilmember Johnson led the Pledge of Allegiance. Pastor Samuel
Butler, Love Fellowship Church, gave the Invocation.
ROLL CALL - Present: Councilmembers Daysog, DeWitt, Johnson,
Kerr and Mayor Appezzato - 5.
Absent: None.
AGENDA CHANGES
None.
PROCLAMATIONS, SPECIAL ORDERS OF THE DAY AND ANNOUNCEMENTS
None.
CONSENT CALENDAR
Councilmember Johnson moved approval of the Consent Calendar.
Vice Mayor DeWitt seconded the motion, which carried by unanimous
voice vote - 5. [Items so enacted or adopted are indicated by an
asterisk preceding the paragraph number.]
( *01 -002) Resolution No. 13302, "Authorizing the City Manager or
His Designee to Submit a Grant Application for Playground
Accessibility and Recycling Funds to the California Waste
Management Board." Adopted.
( *01 -003) Resolution No. 13303, "Reappointing T. David Edwards as
Trustee of the Alameda County Mosquito Abatement District."
Adopted.
( *01 -004) Ratified bills in the amount of $2,752,793.53.
REGULAR AGENDA ITEMS
(01 -005) Recommendation to authorize the Mayor to send a letter to
the property owner of 1211 Paru Street regarding rent increases and
maintenance concerns. [Rent Review Advisory Committee]
Vice Mayor DeWitt moved approval of the Rent Review Advisory
Committee's recommendation [authorize Mayor to send letter to 1211
property owner regarding rent increases and maintenance concerns].

Councilmember Johnson seconded the motion.
Under discussion, Councilmember Kerr noted the Rent Review Advisory
Committee was successful in bringing another problem property into
compliance.
On the call for the question, the motion carried by unanimous voice
vote - 5.
ORAL COMMUNICATIONS, NON- AGENDA
None.
COUNCIL COMMUNICATIONS
(01 -006) Councilmember Daysog stated that he serves as the City's
liaison to the Alameda County Community Action Program, which deals
with welfare to work issues; he will be Vice Chair for the next
year and is looking forward to serving.
(01 -007) Mayor Appezzato stated that he will be absent at the next
two Regular City Council Meetings to attend the U.S. Conference of
Mayors and a major Conference on electricity deregulation; the City
is a member of the Northern California Power Agency, which will be
paying for his trip to Washington D.C.; requested Vice Mayor DeWitt
preside over the next two meetings; noted that at the next Council
Meeting, there will be a Call for Review of an item unanimously
approved by the Planning Board; stated having reviewed the issue,
at this point he concurs with the Planning Board, but will not be
present to vote on the matter.
Councilmember Kerr inquired whether the City Council was prohibited
from discussing the matter.
The City Attorney responded in the affirmative; stated discussion
is prohibited; however, the Mayor is just making an announcement.
Councilmember Kerr commented that Mayor Appezzato was expressing an
opinion.
Mayor Appezzato inquired whether he could request the Vice Mayor to
hold the matter over if there is a 2 -2 vote.
The City Attorney responded in the affirmative.
(01 -008) Councilmember Daysog stated Alameda Power & Telecom
(AP &T) should develop a marketing strategy to capture businesses

which might be looking for lower, stable utility rates; stated
there are fluctuations occurring outside of Alameda.
The City Manager stated that he would communicate with the AP &T
General Manager; the Public Utilities Board has not acted on direct
access, which means opening boarders to sell outside of the City
limits and to allow other companies to sell inside the City limits.
Councilmember Daysog clarified that businesses which might be
relocating, e.g. CISCO [Computer Company], should be informed of
the City's rates compared to other cities in the area; it could be
a tool used to attract businesses which are relocating.
(01 -009) Councilmember Johnson requested an update on the status
of the issue of AP &T in the open market.
The City Manager stated an Off Agenda Report would be provided.
Councilmember Johnson stated a verbal report would be beneficial.
Mayor Appezzato suggested that when written report is provided, a
ten minute update could be given under Announcements on the City
Council Agenda.
Councilmember Johnson stated Alameda is fortunate to have its own
power company; headlines in newspapers indicate rates will go up
26% in the near future.
ADJOURNMENT
There being no further business before the City Council, Mayor
Appezzato adjourned the Regular Meeting at 7:40 p.m.
