2001-04-03 Regular CC MinutesMINUTES OF THE REGULAR CITY COUNCIL MEETING TUESDAY - - APRIL 3, 2001 - - 7:30 P.M. Mayor Appezzato convened the Regular Meeting at 7:49 p.m. ROLL CALL - Present: Councilmembers Daysog, DeWitt, Johnson and Mayor Appezzato - 4. Absent: Councilmember Kerr - 1. AGENDA CHANGES None. PROCLAMATIONS, SPECIAL ORDERS OF THE DAY AND ANNOUNCEMENTS (01 -159) Proclamation declaring Howard Seto to be Section 8 Landlord of the Year 2000 in accordance with the Housing Commission recommendation. Mayor Appezzato read the Proclamation, which Housing Commissioner Lou Baca accepted on behalf of Mr. Seto. (01 -160) Mayor Appezzato announced that the community was asked to reduce the electrical energy usage by 100; since beginning the conservation program, Alameda is using 130 less energy; thanked the businesses and citizens for reducing energy usage. (01 -161) Councilmember Daysog announced that data on the 2000 Census is available on the U.S. Census Bureau's website at www.census.gov; 740 of Alameda residents responded to the Census; according to the 2000 Census, the population in Alameda is 72,259, which is 50 less than 1990; the Caucasian population is 37,921; the other large population, Asian - Pacific Islanders, is 19,164; 1990 distribution compares dramatically with 2000 distribution; in 1990, 660 of the population was white, in 2000 it is 520; the Asian Pacific Islander population was 19% in 1990 and increased to 27% in 2000; the white Caucasian population decreased by 240, the African American population decreased by 120, the Latino population decreased by 3% and the Asian Pacific Islander population increased by 350; the Asian Pacific Islander population increased throughout the Bay Area, e.g. Albany had a 31% increase and San Leandro increased by 950; Alameda is changing; Base closure affected the City tremendously. (01 -162) Mayor Appezzato announced that he spent the last eight days in the State of Israel; sixty mayors from forty -five countries around the world, including seven United States Mayors, attended Regular Meeting Alameda City Council 1 April 3, 2001 the 21st Annual International Conference of Mayors in Jerusalem; the American Jewish Congress bore the cost of the Conference; he met the Mayor of Jerusalem and the President, Prime Minister and Foreign Minister of Israel; reviewed Conference Sessions; stated although news coverage focused on security, the mayors were safe; there were security forces only when the State leaders were present; showed pictures with State of Israel officials; read a letter signed by the eight United States Mayors who attended the Conference. CONSENT CALENDAR Vice Mayor DeWitt moved approval of the Consent Calendar. Councilmember Johnson seconded the motion, which carried by unanimous voice vote - 4. [Absent: Councilmember Kerr - 1.] [Items so enacted or adopted are indicated by an asterisk preceding the paragraph number.] ( *01 -163) Minutes of the Special and Regular City Council Meetings held on March 20, 2001. Approved. ( *01 -164) Recommendation to waive Housing Authority Payment in Lieu of Taxes for Fiscal Year 2001 -02. Accepted. ( *01 -165) Recommendation to authorize City Manager, City Attorney and City Clerk to receive Retirement Benefits of 3% at age 55, the option of Medical Benefits upon retirement and Disability Benefits and authorizing the execution of implementing Contracts; and ( *01 -165A) Resolution No.13329, "Authorizing the Establishment of the PARS Retirement Enhancement Plan to be Administered by Phase II Systems, PARS Trust Administrator for Exempt Employees." Adopted. ( *01 -166) Ratified bills in the amount of $2,270,833.93. REGULAR AGENDA ITEMS None. ORAL COMMUNICATIONS, NON- AGENDA None. COUNCIL COMMUNICATIONS (01 -167) Mayor Appezzato stated as a result of the [2000] Census, Regular Meeting Alameda City Council 2 April 3, 2001 there will be changes to voting districts; in Alameda, the [Alameda] County School Board elections are the only split [district]; there are two City representatives on the County Board of Education; the entire City is whole in all other districts; requested staff to review the matter; stated when redistricting takes place, Alameda should stay whole in all the other districts and should try to change that one [district for Alameda County Board of Education]; Alameda should be represented, even on the County Board of Education, as one City. (01 -168) Mayor Appezzato stated Council received a complaint from a Homeowners' Association in the Fernside area; requested staff to review the matter. (01 -169) Mayor Appezzato stated the City of Alameda is the only City in Alameda County that continues to have an Invocation; requested the Social Service Human Relations Board review whether the Invocation should continue or whether there should be something else, e.g. a moment of silence; the matter should be brought to the Council for review. (01 -170) Consideration of Mayor's appointments to the Mayor's Committee on Disability Issues. Mayor Appezzato appointed Gina McGaughey, Sally Moses and Roberto Rocha to the Mayor's Committee on Disability Issues.
