ALAMEDA REUSE AND REDEVELOPMENT AUTHORITY (ARRA) MEETING
TUESDAY - - - OCTOBER 2, 2001 - - - 6:00 P.M.
Vice Mayor /Acting Chair DeWitt convened the Meeting at 6:10 p.m.
Roll Call - Present: Councilmembers /Board Members Daysog,
Johnson, Kerr and Vice Mayor /Acting Chair
DeWitt - 4.
Absent: Mayor /Chair Appezzato - 1.
Public Comment
Tom Gamble, Alameda Point Community Partners (APCP) , stated APCP
has been working with staff to get the numbers [residential units]
to conform with the General Plan goal; office space will have to be
re- thought during the California Environmental Quality Act process.
Councilmember /Board Member Kerr inquired whether plans might be
delayed due to money making activities.
Mr. Gamble responded that before developing a new product, APCP
will come up with entitlements to solve problems, e.g.
transportation, regulatory and environmental issues; APCP can be
creative as existing leases expire.
Councilmember /Board Member Kerr stated warehouse uses have few
personnel; there should be a certified Housing Element; if not,
there could be litigation.
Mr. Gamble agreed that there needed to be a certified Housing
Element and stated APCP is willing to work with staff and can
remain similar to what the City Council approved.
Councilmember /Board Member Johnson noted there should be a similar
retail /commercial balance.
The Special Meeting was adjourned to Closed Session to consider:
(01 -519) Conference with Real Property Negotiator; Property:
Alameda Point; Negotiating Parties: City of Alameda, ARRA and the
Master Developer; Under Negotiation: Terms.
Following the Closed Session, the Special Joint Meeting was
reconvened and Vice Mayor /Acting Chair DeWitt announced that the
Council /ARRA obtained a briefing from staff and gave instructions
to the Real Property Negotiators.

There being no further business, Vice Mayor /Acting Chair DeWitt
adjourned the Special Joint Meeting at 7:20 p.m.
