Mayor Appezzato convened the Regular Meeting at 7:30 p.m. Boy
Scout Troop 517 led the Pledge of Allegiance.
ROLL CALL - Present: Councilmembers Daysog, DeWitt, Johnson,
Kerr, and Mayor Appezzato -5.
Absent: None.
AGENDA CHANGES
(02 -101) Mayor Appezzato announced that the Public Hearing to
consider an appeal of the Planning Board's approval of Mitigated
Negative Declaration (IS 01 -07), Use Permit (UP 01 -025),
Preliminary Design Review (DR 01 -092) for the property located at
the southeast corner of Webster Street and Pacific Avenue
[paragraph no. 02 -112] would not be heard.

Councilmember Johnson moved approval of the Consent Calendar.
Councilmember Kerr seconded the motion, which carried by unanimous

( *02 -103) Recommendation to approve the 27th Annual Mayor's Fourth

between Gregory B. Bragg and Associates, Inc. and the City of
Alameda for Workers' Compensation Claims Adjusting and
Administration Services. Accepted.
( *02 -105) Recommendation to accept Quarterly Financial Report for
period ending December 31, 2001, including Midyear Adjustments.

Local Law Enforcement Agencies to Impose 30 -Day Impounds on
Vehicles Involved in Sideshow Activities that Imperil Public
Safety, such as "Cruising," Wanton Reckless Driving, and Illegal
Exhibitions of Speed." Adopted.
( *02 -108) Resolution No. 13436, "Intention to Approve an Amendment
to Contract Between the Board of Administration of the California
Public Employees' Retirement System and the City Council of the
City of Alameda." Adopted.
( *02 -108A) Introduction of Ordinance Authorizing Amendment to
Contract Between the Board of Administration of the California
Public Employees' Retirement System and the City Council of the
City of Alameda. Introduced.
( *02 -109) Ratified bills in the amount of $4,575,425.49.

(02 -112) Public Hearing to consider an appeal of the Planning

Board's approval of Mitigated Negative Declaration (IS 01 -07)
pursuant to California Environmental Quality Act, a Use Permit (UP
01 -025) for lodging use and operation of a business after 10:00
p.m., Preliminary Design Review (DR 01 -092) approval for
construction of a 50 -room, three -story hotel with 64 parking spaces
on a 0.7 acre parcel and adoption of related resolutions. The
property is located at the southeast corner of Webster Street and
Pacific Avenue within the CC, Community Commercial Zoning District
and is designated Community Commercial on the General Plan.
Applicant: Sandip Jariwala, Alameda Hospitality LLC. Appellant: Ed
Murphy. Held Over.
(02 -113) Final Passage of Ordinance No. 2876, "Amending the
Alameda Municipal Code by Adding Section 30.57 (Alameda Water
Reuse) to Chapter XXX (Development Regulations) to Establish
Procedures to Encourage Water Reuse and the Installation of Water
Reuse Projects." Finally passed.
ORAL COMMUNICATIONS, NON- AGENDA
None.
COUNCIL COMMUNICATIONS
(02 -114) Discussion of Proposals to Redistrict Ward Lines for AC
Transit.
Mayor Appezzato suggested that a letter be sent, similar to letter
he sent, to AC Transit's consultant from the entire City Council.
Councilmember Kerr moved approval of the recommendation.
Councilmember Johnson seconded the motion, which carried by
unanimous voice vote - 5.
(02 -115) Mayor Appezzato stated that he would like to add his
concern to comments received about noisy activity at a bar [Susie
Q's] .
The City Manager noted an Off Agenda Report would be provided to
Council on the matter.
(02 -116) Mayor Appezzato stated the Alameda Development
Corporation has recommended two additional members: Elizabeth
Warmerdam and Paula McCloskey; requested the matter return to
Council for approval.
(02 -117) Mayor Appezzato thanked the Deputy Public Works Director

and staff for working with Blue & Gold Fleet and Graham Claytor to
come up with a better solution for the Alameda Oakland Ferry
Service.
(02 -118) Mayor Appezzato thanked staff for providing a progress
report on development of the ordinance establishing the
Transportation Commission.
Councilmember Johnson noted the matter would be on the April 16
City Council agenda.
(02 -119) Councilmember Daysog stated that he has received
questions regarding inclusionary housing set asides; requested an
Off Agenda Report on the matter, including: who is in charge,
telephone numbers to call and the process for assigning points to
people to receive affordable housing; requested said information be
shared with the School District.
ADJOURNMENT
(02 -120) There being no further business, Mayor Appezzato
adjourned the Regular Meeting at 7:44 p.m. in memory of Larry
Spencer.
