2003-06-03 Special CC MinutesMINUTES OF THE SPECIAL CITY COUNCIL MEETING TUESDAY- -JUNE 3, 2003- -7:29 P.M. Mayor Johnson convened the Special Meeting at 7:55 p.m. Vice Mayor Daysog leg the Pledge of Allegiance. Roll Call - Present: Councilmembers Daysog, DeWitt, Kerr, Matarrese and Mayor Johnson - 5. Absent: None. Agenda Item (03 -246) Introduction of Ordinance Amending the Alameda Municipal Code by Adding Subsection 3 -58.18 (Exemption, Family Transfer) of Section 3 -58 (Real Property Transaction Taxes) of Chapter III (Finance and Taxation) to Extend Real Estate Transfer Exemption to Domestic Partners Registered as Defined by State Law. Introduced. Vice Mayor Daysog thanked City staff, members of Out on the Island and resident Leslie DeFacio for their work on the issue. Vice Mayor Daysog moved introduction of the ordinance. Councilmember Matarrese seconded the motion, which carried by the following voice vote: Ayes: Councilmembers Daysog, Matarrese and Mayor Johnson - 3. Noes: Councilmembers DeWitt and Kerr - 2. Councilmember Kerr stated the she did not vote to introduce the ordinance because she just received the material and did not have time to study the matter. Councilmember DeWitt stated the ordinance is fair; however, the City has financial problems and now is not the correct time to allow tax exemptions. Vice Mayor Daysog noted that the ordinance allows domestic partners to receive benefits enjoyed by heterosexual, married couples. The City Attorney noted the ordinance was being introduced tonight and final passage would return in two weeks.
