2003-09-04 Special CC MinutesMINUTES OF THE ADJOURNED SPECIAL CITY COUNCIL MEETING THURSDAY- - SEPTEMBER 4, 2003- -7:30 P.M. Mayor Johnson convened the Adjourned Special Meeting at 7:34 p.m. Vice Mayor Daysog led the Pledge of Allegiance. Roll Call - Present: Councilmembers Daysog, Kerr, Matarrese and Mayor Johnson - 4. Absent: None. (03 -411) Resolution No. 13629, "Appointing Marie Gilmore to the Office of Councilmember." Adopted. Leland Traiman encouraged Council to appoint Marilyn Ezzy Ashcraft. Former Mayor Bill Withrow, Alameda, encouraged Council to appoint Marie Gilmore. Diane Coler -Dark, Alameda, encouraged Council to reach a compromise. Pat Bail, Alameda, encouraged Council to appoint Marie Gilmore for her experience or Jean Sweeney for the number of votes she received in the November 2004 election. Noel Folsom, Alameda, encouraged Council to appoint Jean Sweeney. Nino Morsoni, Alameda, encouraged Council to appoint Marilyn Ezzy Ashcraft. Tom Pavletic, Alameda, encouraged Council to appoint Jean Sweeney or leave the seat vacant. Nancy Torres, Alameda, encouraged Council to appoint Marilyn Ezzy Ashcraft. Carla Greathouse, Alameda, encouraged Council to appoint Marilyn Ezzy Ashcraft. Lena Tam, Alameda, stated that she withdrew her application for appointment to the vacant Council seat in order to remain serving on the Hospital Board. Jeptha Boone, Alameda, encouraged Council to appoint Marilyn Ezzy Ashcraft. Adjourned Special Meeting Alameda City Council 1 September 4, 2003 Norma Arnerich, Alameda, encouraged Council to appoint Jean Sweeney. Jon Spangler, Alameda, encouraged Council to appoint Marie Gilmore; noted Marilyn Ezzy Ashcraft and Doug deHaan were the other top two applicants in his opinion. Mary Sparrow, Alameda NAACP, read a letter from Virginia DeWitt, wife of Councilmember Al DeWitt, encouraging Council to appoint Marie Gilmore. John Phatt, Alameda, encouraged Council to appoint Marilyn Ezzy Ashcraft. Debra Arbuckle, Alameda, encouraged Council to appoint Marie Gilmore. Carolyn Queener, Alameda, encouraged Council to appoint Marilyn Ezzy Ashcraft. Nancy Gill, Alameda, encouraged Council to appoint Marilyn Ezzy Ashcraft. Former Councilmember Lil Arnerich, Alameda, encouraged Council to appoint Jean Sweeney. Mayor Johnson thanked the speakers for their decorum; stated the nominations would begin; the order for nominations would be Vice Mayor Daysog, Councilmember Matarrese, then Councilmember Kerr. Vice Mayor Daysog thanked the applicants. Vice Mayor Daysog nominated Jean Sweeney. Mayor Johnson noted applicants could be re- nominated and there would be a roll call vote. Councilmember Kerr seconded the nomination, which FAILED by the following roll call vote: Councilmembers Daysog: Aye; Kerr: Aye; Matarrese: No; and Mayor Johnson: No. Ayes: 2. Noes: 2. Councilmember Matarrese thanked the public and applicants. Councilmember Matarrese nominated Marilyn Ezzy Ashcraft. Mayor Johnson seconded the nomination, which FAILED by the following roll call vote: Councilmembers Daysog: No; Kerr: No; Adjourned Special Meeting Alameda City Council 2 September 4, 2003 Matarrese: Aye; and Mayor Johnson: Aye. Ayes: 2. Noes: 2. Councilmember Kerr nominated Marie Gilmore. Vice Mayor Daysog seconded the nomination, which carried by the following roll call vote: Councilmembers Daysog: Aye; Kerr: Aye; Matarrese: No; and Mayor Johnson: Aye. Ayes: 3. Noes: 1. Vice Mayor Daysog suggested Jean Sweeney be considered for appointment to the vacant seat on the Planning Board. Mayor Johnson thanked the applicants and the public. Councilmember Matarrese congratulated Marie Gilmore and stated that he looks forward to working with her on the Council. Following the meeting, Marie Gilmore took the Oath of Office.
