ADOPTING THE TRANSIT FIRST POLICY FOR CITY OF ALAMEDA
WHEREAS, public transit in The City of Alameda (City) transports a significant
number of citizens daily; and
WHEREAS, the City funds and requires developers to fund bus shuttle services; and
WHEREAS, the use of public transit reduces traffic congestion and air pollution by
reducing the need for private automobiles; and
WHEREAS, increased frequency and reduced travel time of transit service
encourages greater use of public transit; and
WHEREAS, the chief factors affecting travel time of buses are number of stops,
competition with private automobiles and other preemptions of space on publicly -owned and
maintained city streets and obstructions to loading and unloading of passengers; and
WHEREAS, certain traffic engineering techniques, such as coordination of traffic
signals to improve transit speed, provisions for bus zones, and the use of traffic signal preemption
devices will improve travel time of transit vehicles within the City and improve the transit
experience; and
WHEREAS, traffic congestion causes delays in transit schedules; and
WHEREAS, a lack of a satisfactory transit system has disproportionately negative
impacts on children, seniors, the disabled and others who, for whatever reason, are unable to drive;
and
WHEREAS, a shift in transportation mode from private vehicles to public transit
would contribute to a reduction in traffic congestion and air pollution; and
WHEREAS, increased frequency of reduced travel time of transit service serves to
encourage greater use of public transit and may well increase fare box revenues; and
WHEREAS, improvements to a public transit infrastructure can increase the
attractiveness and use of public transit by making it safer, more convenient, and more comfortable.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Alameda
that it shall be in the official policy of the City of Alameda that it is important to increase the use of
public transit.
BE IT FURTHER RESOLVED, that the Public Works and Planning Departments
in cooperation with the Public Transit Committee shall develop associated transit - oriented
improvements which shall then be recommended for adoption by City Council as an ammendment
to the Transit First Policy and for inclusion in the Long Range Transit Plan (Plan).
BE IT FURTHER RESOLVED, that the Long Range Transit Plan shall consider and
incorporate as appropriate, various methods of expediting transit services and encouraging greater
transit use, including but not limited to the following:
1. Restriction of automobile turning movements that conflict with transit vehicles.
2. Coordination of traffic signals to the speed of transit vehicles.
3. Uses of signal preemption devices for transit vehicles.
4. Provision of bus stops.
5. Enforcement of regulations against double parking and parking in bus stops.
6. Optimization of bus stop locations, red curb length and overall design, considering
factors such as bus operations and passenger safety.
7. Posting and maintenance of transit schedule information at bus stops.
8. Bus stop improvements such as benches and shelters.
9. Public infrastructure improvements such as curb cuts that are necessary to give
pedestrians access to the transit system.
10. Requirements that all new developments subsidize both bus and BART service.
11. Development and support of the Electric Vehicle Program including transit corridors.
12. Establish exclusive bus lanes.
13. Sale of transit tickets.
14. Marketing of transit systems.
15. Provide transit/travel information to residents.
I, the undersigned, hereby certify that the foregoing Resolution was duly and
regularly adopted and passed by the Council of the City of Alameda in regular meeting
assembled on the 16th day of January , 2001, by the following vote to wit:
