CITY OF ALAMEDA RESOLUTION NO.13 4 5 8
APPROVING AN ADDENDUM TO THE FINAL ENVIRONMENTAL IMPACT REPORT
FOR THE NEW ALAMEDA FREE LIBRARY

WHEREAS, a Draft Environmental Impact Report (October 18, 1990) was circulated for public
comment between October 18, 1990 and December 3, 1990; and written and oral comments were received; and
WHEREAS, the Planning Board held a public hearing to accept comments on the Draft EIR on
November 15, 1990; and
WHEREAS, written responses were prepared addressing all significant environmental issues raised by
commentors during the public review period and published as the New Alameda Free Library Final
Environmental Impact Report (December 1990), incorporated by reference into this document; and
WHEREAS, the Final EIR was made available to the public on December 31, 1990; and
iWHEREAS, the Planning Board held a public hearing on this Final Environmental Impact Report on
January 14, 1991, examined pertinent maps and documents, considered the testimony and written comments
received; and

WHEREAS, the Planning Board recommended that City Council certify the Final Environmental
Impact Report; and
WHEREAS, on February 13, 1991, the City Council certified the Final Environmental Impact Report
and adopted a statement of overriding considerations; and
WHEREAS, an Addendum to the Final Environmental Impact Report was prepared in April 2002 to
address any environmental effects of development of a new library at Site A, as described in the 1990 EIR; and
WHEREAS, the EIR Addendum concluded that the proposed revisions would not trigger the need for
subsequent environmental review pursuant to section 15162 of the CEQA Guidelines; and
WHEREAS, the City Council finds that:
1. The project, as revised, would not introduce new significant environmental effects or
substantially increase the severity of previously identified significant effects; and
2. No substantial changes have occurred with respect to the circumstances under which the
project would be undertaken and there has been no discovery of new information of
substantial importance that would require major revisions to the previous EIR.
NOW, THEREFORE, BE IT RESOLVED that the City Council approve the Addendum to the Final
Environmental Impact Report for New Alameda Free Library.
I, the undersigned, hereby certify that the foregoing Resolution was duly and regularly
adopted and passed by the Council of the City of Alameda in a regular meeting assembled on the 21st
day of May, 2002, by the following vote to wit:
AYES: Councilmembers Daysog, DeWitt, Johnson, Kerr, and
Mayor Appezzato - 5.
NOES: None.
ABSENT: None.
ABSTENTIONS: None.
