Resolution 13507 and Staff ReportCITY OF ALAMEDA RESOLUTION NO. 13507 AMENDING MASTER FEE RESOLUTION NO. 12191 TO ADD A 5% PERMIT - TRACKING SURCHARGE TO CERTAIN PERMITS PROCESSED BY THE PLANNING AND BUILDING DEPARTMENT WHEREAS, the Alameda Municipal Code and the California Government Code provide that the City Council shall set fees reasonable to the recover cost of providing various services by resolution; and WHEREAS, the City Council, at the August 27, 1991 Special City Council meeting, directed City staff to amend the Alameda Municipal Code to reflect that City fees shall be set by City Council Resolution; and WHEREAS, Resolution No. 12191 ( "Master Fee Resolution "), as amended codifies existing fees for various City services and permits; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Alameda that a 5% surcharge shall be added to all fees outlined in Attachment A. BE IT FURTHER RESOLVED that pursuant to Ordinance No. 1928, the City fees are subject to administrative adjustments not greater than 5% annually over existing recovery levels. BE IT FURTHER RESOLVED that all fees established by Master Fee Resolution No. 12191 which are inconsistent with the fees established by this Resolution are hereby repealed. Flint City Manager Recommendation to Adopt Resolution Amending the Master Fee Resolution No. 12191 to Add a 5% Permit Tracking Surcharge to Certain Permits Processed By The Planning and Building Department Referenced in Attachment A. BACKGROUND: In March 2001, the City of Alameda entered into a contract with Accela, Inc. to provide a state of the art Internet based permit - tracking software. The contract provided that Accela would provide the permit tracking software, training, and system administration in exchange for a transaction fee based on a percentage of the permit fees collected. The contract further provided that no fee would be collected until the new permit tracking software was fully implemented to the City's satisfaction. At the beginning of April 2002 the City switched from the old Permits Plus system to Accela Automation. Funding for this contract was temporarily provided from Building Services contractual and consulting services line items pending adoption of a permit based user fee. DISCUSSION: Since 1986, the Divisions of the Planning and Building Department have been using permit - tracking software produced by Sierra Computer Systems. Led by Building Services, the City has upgraded through a number of versions of Sierra's Permits and Permits Plus programs. Administration, customization, and day -to -day upkeep of these tracking systems required significant staff resources from not only the Planning and Building staff but also from IT staff. In late 2000, Accela, Inc. (formerly Sierra Computer) approached the City of Alameda to be a beta test site for a new Internet based permit tracking software called Accela Automation. The City agreed to become a beta test site because this new program offered us the ability to fulfill goals set out in the IT strategic plan and in the One -Stop Permit Center study. Since Accela Automation is completely hosted off site, the City was able to recognize a number of immediate and long -term advantages. The Accela Automation Permit Tracking system helps the City achieve the goals set out in the IT Strategic Plan and in the Development Review Study. The system also compliments the City's three strategic initiatives by increasing our level of customer service, enhancing economic development and increasing employee productivity. Re: Resolution #4 -J CC 7 -16 -02 Dedicated to Excellence, Committed to Service Honorable Mayor and Members of the Council BUDGET CONSIDERATION/FINANCIAL IMPACT: Page 2 July 11, 2002 The annualized cost for Accela Automation is estimated to cost the City of Alameda, $85,000 for FY 2002 -2003. It is estimated that this amount will remain constant based on the revenue projections through 2005 -06. In order to cover the cost of the Accela Automation Permit Tracking system, it is proposed that the City charge a permit - tracking surcharge of 5% on every permit activity processed through the system. Only those fees referenced in Attachment A will be subject to the permit - tracking surcharge. RECOMMENDATION: It is recommended that the City Council adopt a Resolution amending Master Fee Resolution No. 12191 to add a 5% permit- tracking surcharge to certain permits processed by the Planning and Building Department as referenced in Attachment A.
